Getting you're boat on plane shouldn't need full throttle but a good portion of it to get it on plane. the more throttle that you use, the faster it gets there. you can then dial it back. if you want it to stay on plane at a lower rpms, i'd look into smart tabs as they're an inexpensive a great way to maintain lower speeds and remain on plane..
